This was the first seminar that was not the direct responsibility of the Regional Office. The Scout Association UK undertook the organisation. The planning Committee was chaired by John Bevan (National Commissioner for Activities) and included Michael Nadin (National Sea Scout Advisor), Nick Higgins (International Secretary), Dawn Carter (Programme and Training Dept.) and Karen Tricker (Outdoor Activity Advisor, Girl Guide Association). The Seminar was held in London, on board the TS Lord Amory, the floating HQ of the Dockland Scout Project in the West India Dock. The Planning Committee for this seminar introduced the name Eurosea, which has been continued for subsequent seminars. There were 51 participants from 23 associations in 16 countries.

Robin Sjoberg (Royal Yachting Association) presented information on up-to-date safety issues in Europe. He felt that Scouting should be aware of the importance of the European Boating Association (EBA), representing the various National Boating Authorities to the EU. Scout Associations should communicate regularly with their National Authorities about European regulations. The Region could forge direct links with the EBA, but Scouting could achieve more if each Association actively consulted with its own National Authority. A practical session on the "International Helmsmans Certificate" was held on the water in power boats, with all the participants joining in a simulated practical assessment.

Lt.Cmdr. Devine spoke on, the history, development and operation of the Royal Navy Recognition Scheme for Sea Scouts in UK.

Water Activities for All, presented by John Bevan (UK Scouts) and Karen Tricker (UK Guides), showed the wide use of water activities by all sections of Scouting and Guiding in the UK. Another practical session afloat was a canoeing session, introducing some fun and games.

Geoff Goode (British Canoe Union) spoke about Safe Canoeing in the context of a tragic canoeing accident at an adventure centre on the south coast the previous year. Without going into details, he analysed the main points and made important comments about sea canoeing, some of them applicable to all boating activities.

Eoghan Lavelle (European Scout Committee) presented Eurosteps, the new project for Scouts 16-20 to encourage travel in Europe and to participation in challenging projects with young people from other countries. Information packs were given to the participants. Sea Scouting was urged to help by introducing more water-based activities and projects.

Tanya Roach (UK Scouts International Team), spoke on a number of international projects aimed at conserving marine environment.
Einar Øslebye (Norway) presented the plans for a "Sea Scout Armada" to sail to the World Jamboree in Netherlands in 1995.

A combined International Evening and Market Place was very successful.

This Seminar was shorter than previous seminars, lasting 3 days, held over a weekend. The planning team had decided on this shortning and it seemed to be very successful. At the open session it was agreed that this format was more attractive to more people, but implied a tighter programme. Subsequent Seminars have continued this time-span.
